He championed proactive, technology-driven strategies that made the Palos Verdes Peninsula a model for fire prevention and resilience.Working with Assemblymember Al Muratsuchi, Eric helped secure a&nbsp;$1.5 million state investment&nbsp;to launch the Peninsula’s&nbsp;Pano AI wildfire detection camera network&nbsp;— a 360-degree, real-time system that identifies wildfire activity within minutes and alerts fire crews before flames can spread.He also co-led the region’s first&nbsp;multi-jurisdictional hazard mitigation plan, unlocking state and federal funds for resilience and risk reduction. When the pandemic hit, he used that experience to help local businesses in Rancho Palos Verdes access the resources they needed to stay open and protect their employees.He knows that small businesses are the heartbeat of our economy — and as State Senator, he’ll work to make sure they have the tools and workforce support they need to grow.<h4>Listening to and Leading for Westside and South Bay Communities</h4>Eric’s public service began right here on the Westside, working as an intern then aide to L.A. City Councilmember Cindy Miscikowski in her Westchester office. He helped residents solve problems in neighborhoods from Playa del Rey to Mar Vista — learning firsthand that listening is the first step to effective leadership.He later coached football at Santa Monica High School, helping young athletes build confidence and character both on and off the field. As a teenager, he spent his summers working alongside farmworkers in apple packing warehouses — people who worked tirelessly but faced barriers that had nothing to do with their effort or talent.Those experiences inspired him to lead a nonprofit that helped farmworkers support their families and access educational and economic opportunities. <h3>Where Eric Comes From</h3>Eric grew up in a family where service and hard work weren't just values — they were expectations. His mother was a teacher. His father was an accountant. They taught him that education and financial responsibility are the foundation of a fair start in life.He is a PhD Candidate with an emphasis on Public Policy at Claremont Graduate University and earned a Master’s in Public Administration from the University of Southern California, a Master’s in Pastoral Theology from Loyola Marymount University, and a Bachelor of Arts from Gonzaga University.As a teenager, Eric spent summers working alongside farmworkers in apple warehouses in Washington State. The bonds he formed and the challenges he witnessed inspired him to dedicate his career to removing obstacles for others. He went on to lead a nonprofit serving farmworker families, connecting them to educational and economic opportunities so they could build their own American Dream.That experience still drives him today. Whether he's serving on a school board, running a health care organization, or helping a neighbor navigate a crisis, Eric approaches every challenge with the same question: What's standing in the way — and how do we remove it together?<h3>Leading Through Crisis</h3>On the Rancho Palos Verdes City Council, Eric didn't wait for problems to solve themselves — he brought people together and delivered results.During his first years on the Council, Eric was the only Democrat — and still found common ground to get things done. Reaching across party lines, he worked to declare an emergency to help families devastated by landslides, to make Rancho Palos Verdes the 4th-safest city in California, and to spearhead a comprehensive residential fire prevention program.When the Portuguese Bend Landslides devastated hundreds of homes, Eric took action to declare a local emergency, secured state and county resources, and led mitigation efforts to protect families when there was no time to waste.In response to rising crime concerns, he brought leaders from across the Palos Verdes Peninsula together to create a shared public safety plan — streamlining communication and reducing emergency response times. Because of these efforts, Rancho Palos Verdes became the 4th safest city in California, with crime rates far below state and national averages.Eric also led with future generations in mind. Driven by a desire to preserve California's natural beauty, he brought stakeholders together to conserve 96 acres of coastal land for the Palos Verdes Preserve — protecting endangered species like the Palos Verdes Blue Butterfly and removing dangerous brush that posed fire hazards.With more than 90% of Rancho Palos Verdes residents living in a CAL FIRE–designated Very High Fire Hazard Severity Zone, Eric helped lead a shift toward proactive, community-centered wildfire resilience. He championed Peninsula-wide investments in cutting-edge detection technology, including the Pano AI camera network — 360-degree ultra-high-definition cameras that use artificial intelligence to scan up to 15 miles and alert first responders in real time. He helped elevate home hardening and defensible space efforts, giving residents practical steps to protect their homes. And he supported the City's expanded year-round vegetation management program, clearing approximately 300 acres annually to reduce wildfire fuel and protect surrounding neighborhoods.When the pandemic hit, Eric drew on his experience as a small business owner to deliver real relief. Rancho Palos Verdes cut business license taxes to zero and kept them there for three years, connected businesses to consulting and capital assistance, and balanced the budget while helping families and business owners survive.<h3>A Career of Removing Obstacles</h3>Eric has spent his career in service — in health care, in nonprofits, in education, and in business.In Health Care: Eric has dedicated nearly 20 years to making sure health care reaches the people who need it most. He's run operations for nonprofits, clinics, and community health organizations. Today, as Chief Operating Officer of Wellness Equity Alliance, he oversees programs that expand access to equitable care for underserved communities.In Nonprofits: Earlier in his career, Eric led a nonprofit that helped farmworker families access educational and economic opportunities. Insurance costs are rising. The cost of doing business in Southern California is nearly 20% above the national average. Only 11% of households in LA County can afford to buy a home.These are the kinds of obstacles that have nothing to do with how hard people work, and they are the kinds of obstacles Eric has spent his career removing.As a small business owner who meets payroll, a father of four navigating these same costs, and a neighbor who sees families stretching their budgets to stay in the communities they love, Eric understands what is at stake. During his seven years on the Rancho Palos Verdes City Council (2017 to 2024), he showed that local leaders can take real steps to make life more affordable, without cutting the services communities.<h4>What Eric Delivered in Rancho Palos Verdes</h4>Cut Taxes for Small Businesses and Home-Based BusinessesWhen COVID-19 hit, local businesses were facing a crisis. Eric and the City Council responded by launching the Small Business Assistance Program, which reduced the in-city business license tax to $0 for any business with gross receipts under $1.5 million. The program ran from 2020 through 2025, keeping local businesses open and people employed through the pandemic and beyond.During that same period, the Council also reduced the annual business tax for home-based businesses to $0, removing a cost barrier for residents running businesses out of their homes.And from 2017 through 2025, the Council suspended inflation-based annual increases on all business license taxes, both for in-city and out-of-city businesses. That meant rates did not creep up year after year for any business operating in Rancho Palos Verdes.Kept Utility Taxes LowUnder Eric's leadership, Rancho Palos Verdes maintained its utility users tax at 3%, compared to 9% in the City of Los Angeles, 10% in Santa Monica, and 6.5% in Torrance. There was no push to raise that rate, and families saw the difference in their monthly bills.Held the Line on Homeowner AssessmentsEric and the Council kept residential assessments low by setting annual lighting district assessment renewals at $0 from 2017 through 2025, meaning homeowners were not charged for that assessment year after year, even as the district remained in place.The Council also took a responsible approach to the city's storm drain user fee, which sunset before Eric took office and was not reinstated during his tenure. Instead of asking residents to pay a renewed fee, the Council used existing city funds to maintain the storm drain system.Waived Fees and Secured Relief After the LandslidesWhen the Portuguese Bend landslides destroyed hundreds of homes, the city moved quickly. Eric and the Council waived all permitting fees and expedited repair projects so families could start rebuilding without added costs. They secured a $2.8 million emergency financial assistance program from LA County, putting up to $10,000 directly into the hands of each eligible homeowner. As of mid-2025, over $2.2 million had reached 223 families.Eric also advocated directly to the LA County Assessor for property tax reassessments for homeowners whose property values had been devastated. The Assessor proactively initiated reassessments for red- and yellow-tagged properties, and the city created dedicated resources to help residents access every available form of relief.No New TaxesDuring Eric's seven years on the City Council (2017 to 2024), not a single new tax measure was placed on the ballot. The city delivered essential services, responded to a pandemic, managed a historic natural disaster, and invested in the community, all without asking residents to pay more.<h4>What Eric Will Do in the State Senate</h4>Eric will bring the same approach to the State Senate: identify the obstacles driving up costs for families, then bring people together to remove them.Housing: Expand first-time homebuyer grants and help public servants like teachers, police officers, and firefighters afford homes in the communities where they serve.
